A senior consultant with AvoLead, Tim is committed to developing high performance teams in the public health, science innovation, healthcare and other arenas. He coaches leaders and teams to better understand their roles and shared goals. As part of the AvoLead LHCS Program, Tim works with first responders and other key medical and governmental personnel on leading in high consequence situations.
With more than 20 years of experience in educational design, communications and strategic planning, Tim serves as an advocate, instructor and facilitator. A senior consultant and advisor to numerous organizations, he owns his own public health consulting practice, Rescobie Associates, in Washington, D.C.
He serves as an Advisor to the National Sheriffs Association and was a founder of the Emergency Services Coalition on Medical Preparedness. He has provided strategic planning and development advice and facilitation to the National Governors Association, the Centers for Disease Control and Prevention, the American Ambulance Association, the Vermont Hospital Association and the National Collaborative for Biopreparedness, among other organizations. He led the development of the marketing plan for the International Health Regulations in the U.S. He consults on food security and agroterrorism with state public heath and agricultural officials.
Tim is certified as a facilitator of Paper Planes, Inc.® and is qualified to use and interpret other assessment tools, including the Change Style Indicator®, Influence Style Indicator™ and Decision Style Profile®. He received a Masters in Communications from the University of North Carolina at Chapel Hill School of Journalism in 1991. His undergraduate degree is in Film and English from the University of Warwick, England. In 2005, he graduated as a Scholar from the Public Health Leadership Institute. He became a U.S. Citizen at 2:18 pm on November 20, 1998 at the Guilford County, NC, Court House.
